Ocean Eyes is the perfect preset for tan skin and vibrant blues. 

EDITING TIPS WITH OCEAN EYES: If you want to appear less tan, go to Color>Mix>Orange>Take the Luminance up/adjust your skin tone with the saturation

Take the vibrance up for a photo to appear more colorful

I find with Ocean Eyes the Temp tool helps depending on the lighting.
